PORTLAND, Oregon is a city of 500,000 people with a strong recycling program and several systems in place to keep it so. There are 64 permitted commercial waste haulers who compete for accounts and set their own rates with customers. Permit rules require that haulers provide commercial customers with the same opportunity to recycle as is offered to residential customers at a cost no greater than garbage service.
