Fed: Welfare system is counter-productive: report

A report says Australia's welfare system is counter-productive and -- combined with
heavy taxes -- is helping to push more people into welfare dependency.

The report by the Centre for Independent Studies says the current system of government
handouts is ineffective, demeaning and perpetuates welfare dependency rather than self-reliance.

The report's author, PETER SAUNDERS, also says most people could afford to save for
their retirement, education or to insure themselves during periods of unemployment if
they weren't being taxed so heavily.

He suggests deregulating the labour market to get more people back into paid work.

He also proposes tightening the eligibility for income support, and raising the income
threshold where people begin getting taxed.
